Rural Oregon Continuum of Care

The Rural Oregon Continuum of Care (ROCC) encourages communities throughout the state to develop comprehensive systems to address the range of needs of homeless individuals and families by providing a framework for organizing and delivering housing and services. ROCC members believe homelessness is not caused merely by a lack of shelter but involves a variety of underlying and unmet needs – physical, economic, and social.
